Philip Hammond: EU will need to change treaty

Philip Hammond has said that the EU would need treaty change in order to make some of the changes the UK wants to see.

But speaking to the BBC's Andrew Marr the foreign secretary said that the EU had shown itself to be quite flexible in the past.
