David Cameron to warn of EU exit without reforms

David Cameron is to issue a strong warning that he is prepared to leave the EU if he does not get the reforms he wants.

He will deliver it in a speech on Tuesday, coinciding with a letter to the European Council president outlining how he wants the UK's relationship with Europe to change.
