Is David Cameron's EU renegotiation meaningless?

David Cameron goes to Brussels later this week to meet other EU leaders, as he tries to secure a new deal for the UK ahead of the promised in/out referendum on the country's EU membership.

The four-year wait for EU migrants to claim in-work benefits has been seen as the most difficult demand in the prime minister's renegotiation strategy, and a major sticking point for other EU nations.
