Council can't afford school's £35m Raac rebuild

West Lothian Council wants the Scottish government to meet a £15m shortfall on the work at St Kentigern's Academy in Blackburn.

Otherwise, it says local services will face further cuts. The local authority says it is "inconceivable" that it is the only Scottish council facing such a bill.
