Leighton Andrews says councils 'had time' to plan for cuts

Councils across Wales are warning they will not have enough money to provide vital services in the future after £192m was cut from their funding in the Welsh government's draft budget.

Leaders have said they will have to make staff redundant and charge people more to use services.

But Public Services Minister Leighton Andrews said they have had enough time to plan.
