Neath AM Jeremy Miles criticises apprenticeship levy
UK-wide levies funding services that are devolved in Wales should need the assembly's permission, a Labour AM has said.
From April, a new way of providing apprenticeships in England, funded through a UK-wide levy on employers, will begin.
But Welsh ministers responsible for apprenticeships said they will not get new money from the charge.
Jeremy Miles, a backbencher who serves the area of Neath, said the levy was a "mess". The UK government has been asked to comment.
