How would a no-fly zone over Libya be imposed?

David Cameron says that Britain should be 'prepared for every eventuality' in Libya including the possible imposition of a no-fly zone.

Russia has already ruled this out and the Americans say it would be challenging. But the British foreign secretary William Hague has hinted that formal United Nations backing might not be needed for the plan to go ahead.
