Nicolas Sarkozy: We will find our own solution
French President Nicolas Sarkozy told reporters that it was not possible to get all 27 member states to agree to change the EU treaty because of the "political position from our British friends".
Speaking at an EU summit in Brussels, Mr Sarkozy said a new treaty would include the 17 euro states and any other EU members that wished to join.
EU leaders are in the Belgian capital for a summit to tackle the eurozone debt crisis and try to save the single currency.
