EU agrees pact to balance budgets

At the EU summit in Brussels, 25 of the 27 member states have agreed to sign a new pact designed to force eurozone countries to balance their budgets.

The Czech Republic has joined the UK in refusing to enter the agreement, which sets up stricter budgetary rules.

The British Prime Minister David Cameron made no attempt to prevent the EU's institutions from being used to enforce the pact.
