Ukraine crisis: Russia sanction retaliation 'on hold'

Russia's upper house has unanimously approved the treaty on Crimea joining the Russian Federation.

In turn, EU leaders have signed an agreement on closer relations with Ukraine.

Friday's developments came hours after the EU broadened its sanctions over Russia's annexation of Crimea.

The BBC's Richard Galpin in Moscow said Russia is now considering how to retaliate but President Putin said he would not take immediate reciprocal action.
