EU summit: Will Council back Cameron's immigration plans?

European leaders are gathering for a summit in Brussels to discuss the ongoing conflict in Ukraine and the Ebola crisis in West Africa.

Climate change and energy targets as well as the state of the Eurozone are all also on the agenda.

But might the UK's David Cameron use the opportunity to garner support for his proposals to limit the freedom of movement of people within the Union?
