EU migration limits to be set 'before Christmas' - Cameron

David Cameron says he will set out further plans to limit EU migration "before Christmas" although he has not yet decided how to do it.

The president of the European Commission, Jose Manuel Barroso, has warned that the basic right of European citizens to live where they want should not be called into question.
