EU impose new sanctions on Russian-backed Ukraine rebels

Foreign ministers of the European Union have agreed to impose fresh sanctions on Russian-backed rebels in Ukraine.

A blacklist will be drawn up targeting separatists with asset freezes and travel bans.

New footage of the shooting down of flight MH17 suggests local people saw a missile being fired.
