EU on Ukraine: Russia 'part of problem and part of solution'

Russia is both a "part of the problem" and "part of the solution" in Ukraine according to the European Union.

EU foreign policy chief Federica Mogherini recognised the importance of engaging with Russia and creating dialogue with Kiev.

The EU failed to agree on new sanctions for Russia.
