More EU sanctions as Syria refuses to stop shelling

The European Union has agreed further sanctions against the government in Damascus as violence against protesters continues.

New measures include travel bans on officials and the freezing of central bank assets.

The shelling of Homs has continued, as Syria becomes an increasingly contentious topic in diplomatic circles - China has hit back at the United States after Secretary of State Hillary Clinton called Russia and China "despicable'' for vetoing UN resolutions.

Despite the violence the government is celebrating victory in a highly controversial referendum on reform that was held over the weekend.

The BBC's Diplomatic Correspondent James Robbins reports.
