Syria: President Assad 'could order an end to killings'
President Bashar al-Assad is responsible for the atrocities in Syria, the United Nations Commissioner for Human Rights has said.
In an exclusive interview with the BBC's Fergal Keane, Navi Pillay said many acts committed by the security forces must have received "approval or complicity at the highest level".
"President Assad could simply issue an order to stop the killings, and the killings would stop", she added.
She also said the Syrian authorities are deliberately and systematically targeting children.
