Libya: President Barack Obama makes first formal address
US President Barack Obama has made his first formal speech on the military campaign in Libya.
He said that military action will not go beyond the United Nations mandate, and that regime change must not be pursued by force.
President Obama added that the US would not repeat the human and financial cost of the campaign in Iraq.
