US President Obama: US must shift counter-terrorism strategy
President Obama has announced a $5bn (£3bn) to help in the global fight against the threat of terrorism.
Addressing graduates at the West Point military academy in New York, he urged Congress to get behind the initiative to "train, build capacity and facilitate" America's allies.
"I believe we must shift our counter-terrorism strategy - drawing on the successes and shortcomings of our experience in Iraq and Afghanistan - to more effectively partner with countries where terrorist networks seek a foothold," he said.
