Governor: 'Would it have happened if he was white?'

Minnesota Governor Mark Dayton has given his reaction to the fatal police shooting of Philando Castile.

Mr Castile was shot dead during a traffic stop on Wednesday.

Mr Dayton said he didn't believe the shooting would have happened if the driver and passengers in the car were white.
