Nearly half of people assessed to be susceptible to Islamic-State terrorism refused the offer of help from the government's flagship counter-extremism programme, according to reports.
The Channel programme offers support and mentoring to those deemed to be vulnerable to being drawn into extremism, but it is voluntary and those offered help can turn it down.
During the last financial year, some 47% of the 245 people offered support through the Channel scheme where "Islamic State" was flagged as the type of extremism, refused it, according to the BBC's World At One programme.
Khalid Mahmood, Labour MP for Birmingham Perry Bar, where a number of schools were thought to have been targeted for takeovers by hard-line Muslims in the so-called Trojan Horse scandal, called for the Channel programme to be made compulsory.

The Birmingham primary school attended by an eight-year-old boy killed in a grenade attack in Sweden is "devastated and dismayed to learn about the death", its headteacher says.
Azita Zohhadi, headteacher of Nelson Mandela Primary School, said Yussuf Warsame, who died as he slept in the city of Gothenburg was "a charming, thoughtful and respectful young boy".
"Yuusuf was a credit to his family who clearly have such positive values of hardwork, commitment and respect towards others.
They have always supported our school and work hard to give their children the very best opportunities in life. They always put their children first."

Grenade attack Birmingham boy Yuusuf Warsame 'was sleeping at the time'. His father said he was like "all children", that he was "friendly...liked reading books...liked all sports".
Yuusuf Warsame's father, Abdiwahid Warsame, said he was desperate to join his family in Sweden after being hit by the news of his son's death.
Mr Warsame, a Dutch national, said he had sent his passport to the Home Office on Friday to apply for UK residency.
In lieu of a passport, he contacted the Dutch Embassy who at first said he needed to provide his son's death certificate - which he was still waiting for from Sweden - for them to arrange travel documents.
The embassy this afternoon said it had arranged a "fast- track appointment for him to collect an emergency travel document" as "an exception in this sad case."
"I said, 'as a father, I can't stay here. My son is dead over there.' And my other children are in shock."
