The teenager, who had been at the scene with friends, had been rescued from the water when crews from the fire service, external arrived at Edgbaston Reservoir at about 15:40 on Wednesday, the service said.
Despite efforts to revive him by people who had been at the scene, by the ambulance service and by fire service crews, it was later confirmed from hospital that he had died.
Station Commander Simon Woodward, of the fire service, said: "HM Coroner will be looking into the full circumstances surrounding the incident, but it serves as a tragic reminder of the very real dangers of swimming in open water.
“We commend the actions of those who tried to save him but would urge people to call 999 as soon as possible in such circumstances, to avoid putting themselves in danger.
“Drowning is one of the most common causes of death for people under 16 in the summer months. Many misjudge how well they can swim, often unaware of how cold the water can be and what this does to their stamina and strength.”
The 13-year-old was rescued from the water but could not be revived, fire crews say.

A Wolverhampton man staying in Cambrils, Spain, who saw the attack last night, has been describing the police arriving.
Spanish police say they have shot dead five suspected terrorists in the town in a second vehicle attack, hours after another in Barcelona killed 13 people and injured dozens.
Fitzroy Davies (pictured above), who's in the town taking part in a judo training camp, watched as one of the suspects ran towards him.

A man has died and another has been taken to hospital following a collision between a lorry, a van and three cars on the M6.
The van driver died in the crash which happened at about 09:15 southbound between junction 6 for Spaghetti Junctioon and 5.
The lorry driver, a man believed to be in his 40s, was treated for neck and chest injuries and taken to Heartlands Hospital.
A builder whose tools were stolen from his van as he helped on a DIY SOS project has been given £500 worth of new equipment, external.

Lane four of the M6 southbound between junction 6 and 5 is now open following a collision involving a lorry, a van and three cars.
Earlier, West Midlands Ambulance Service said crews were treating two patients following the crash which happened at about 09:15.
An air ambulance also attended.
The northbound stretch opened at about 10:45.
London Midland is warning rail passengers to expect delays on services running between Tile Hill and Birmingham New Street due to trespassers on the line.

Defence Secretary, Sir Michael Fallon, has personally apologised to the mother of a Tamworth soldier killed in a lightly armoured Snatch Land Rover in Iraq.
The BBC has seen the letter sent to Sue Smith whose son, Philip Hewett, died in a bombing in 2005.
Four years ago, she won the right at the Supreme Court to sue the Ministry of Defence for negligence.
In his letter, Sir Michael apologises for the delay in introducing protective vehicles which he says "could have saved lives".
Sue Smith says she believes her son now has a legacy.
"He didn't die for nothing," she told BBC News.
