The bypass would run from Ellesmere Road, north of Shrewsbury, to the Churncote Island on the A5 in the west.
The road will cost £104m and Shropshire Council is asking the government to fund about 80% of that.
Once this public consultation is complete, it plans to make its bid for the funding in December and if it's successful, a planning application could be submitted in 12 months time.
The council, which is working with the Marches Local Enterprise Partnership, says the road would ease congestion in Shrewsbury and surrounding towns and it hopes to open the bypass in spring 2022.
