The Royal Stoke University Hospital says it's in discussions with other partners about reopening the Bradwell beds.
But Staffordshire's Clinical Commissioning Groups say there have been no discussions with the hospital trust and no agreement to reopen the beds.
They also said there will be an extra 45 community beds opening at Brighton House in Newcastle and at Haywood Hospital in Burslem at the end of December, bringing the total number of community beds to 220.

Dil Bahadur Subedi, 45, was struck by the vehicle as he was crossing the road at Belgrave Middleway in March.
Connor McCaughtery was jailed for 10 years after pleading guilty to causing death by dangerous driving and a string of other offences.
Before the collision, McCaughtery had been pursued by officers for about six miles through the city centre which, an investigation by the Independent Police Complaints Commission concluded, was carried out in accordance with force policies.
A lorry has overturned on the A41 near Standford Bridge, north of Newport, and the road will have to be closed for two hours this evening to allow it to be put back on its wheels.
Telford and Wrekin Council has also put up temporary traffic lights this afternoon, to allow its load to be transferred to another lorry.
The operation is expected to start at 19:00.
A public inquiry is being held, to examine plans for a new gravel quarry at Chetwynd Aston, near Newport.
The planning application was refused by Telford and Wrekin Council, but it is being looked at again after that decision was appealed.
Councillor Andrew Eade, from Telford and Wrekin Council, said 1,700 people had signed a petition opposing the plans which he said were "not acceptable".

A man has been charged with perverting the course of justice over a fatal hit-and-run crash, police said.
Krishna Devi Droch, 62, was hit last Thursday while crossing Rookery Road in Handsworth, Birmingham.
Darren Holness, 47, of Leonard Road, Handsworth, is due before Birmingham magistrates later.
Three people arrested on suspicion of causing death by dangerous driving have since been released as investigations continue.

Officers were called to the incident on land near to the A423 Oxford Road at about 14:00 on 9 November.

A petition calling for speed limits to be cut in Tile Hill, Coventry, has been rejected by the city council.
Locals want the speed limit dropped to 20 miles an hour.
They say there's been a steady increase in vehicle-related accidents over the last six months.

A man suffered a stab wound to the leg following a suspected knife attack by a gang in Stoke-on-Trent, police say.
The 60-year-old reported the attack in Marldon Place, Golden Hill, just after midnight on Sunday.
A National Police Air Service helicopter was deployed in search of the group but was unable to find the perpetrators.
Midwives failed to spot the child, who is nine, had jaundice at birth.
