A Ford Kuga crashed into the steps of Hesters Way Library, in Goldsmith Road, at about 11:30 BST.
Gloucestershire Constabulary said the driver and passengers left the scene but four people were subsequently located and arrested in connection with the incident.
A woman has died and two men suffered serious injuries in a three-car collision in Herefordshire.
The woman in her 60s, died at the scene at around 19:40 on Sunday on the A49 near Leominster.
The driver of another vehicle, along with his passenger, both thought to be in their 20s, suffered serious injuries and were taken to hospital.
The driver of the third car was uninjured.
Police are appealing for any witnesses to come forward.

A hiker who has just returned home after a 4,000-mile trek from Istanbul to Vienna and back has described a stay in a monastery as one of his highlights.
Paddy Devlin, from Cressage, has raised almost £5,000 for Medecins Sans Frontieres.
He said one of his more memorable nights was when he was taken in at a Ukrainian monastery, otherwise cut off from the outside world, where the only electricity was some solar-powered lights.

Firefighters have been tackling a blaze at a waste recycling premises in Great Wyrley.
The fire on Hazle Lane has involved wood and rubber products.
Staffordshire Fire and Rescue Service, which was called just before 13:00, said a compressed air foam system has been used rather than water.
Two appliances from Cannock and a fire engine from Bloxwich have been sent to the scene along with a water carrier vehicle from Cannock.

A TV engineer has been shot while in his van in Newcastle-under-Lyme.
Armed officers from Staffordshire Police were sent to Albermarle Road in Cross Heath at about 11:30 on Saturday morning.
They arrested a 28-year-old man on suspicion of assault occasioning actual bodily harm and seized an air pistol from the suspect's house. It's been taken away to be destroyed.
The injured engineer suffered bruising and a cut to his arm, but managed to drive away from the scene. The 28-year-old was released after being given a conditional caution.
A turtle has been found severely dehydrated and with cigarette burns on his legs, a Birmingham RSPCA, external officer says.

Staffordshire Police is investigating allegations of financial irregularity at Kidsgrove Town Council - it follows an audit.
Last month, the council was advised by the external auditor that it couldn't sign off on the audit for 2016-17, because of a police investigation.
Interim town clerk Steve McQuade, who wasn't in the role during the time in question, says the council hasn't been told any more about what was being investigated.
Staffordshire Police confirmed it had been contacted regarding allegations in relation to financial irregularity and that it would be inappropriate to comment further at this time.
