A nurse has resigned from an emergency department at Shrewsbury and Telford Hospital NHS Trust, citing safety reasons.
The chief executive says the A&E departments in the hospitals have only been kept open due to the dedication of staff covering shifts, but the current situation is unsustainable.
A consultation, due to end next month, is looking centralising services at the trust's two hospitals - Shrewsbury is set to specialise in emergency care under the preferred option - which the trust said would help tackle staff shortages.
Chief Executive Simon Wright said after starting to address a long-standing shortage of consultants, the hospital had also more recently faced a shortage of middle-grade doctors and nurses in A&E.
"We need about 20 [middle-grade doctors], we've got 10," he said. Some new consultants have also yet to start at the trust.

Despite 63 new nurses set to join the trust in September - seven in A&E - and eight others returning from maternity leave, he described the situation as "still very fragile".
