It has been speaking out as questions are being raised about full dental-extractions carried out by Worcestershire's community dental service.
Sarah Coleman, Mencap's health policy officer, said more needed to be done to make sure people with learning disabilities can access "good quality dental care" before they "reach the point where multiple teeth need to be extracted".
In two cases highlighted by the BBC, families said they didn't know their children with learning difficulties would have all their teeth removed in the operating theatre.
Worcestershire Health and Care NHS Trust, which is responsible for the community dental service, said decisions sometimes have to be made in the treatment room because dentists do not want to pause a procedure while a patient is under anaesthetic.

A public consultation into the building of three Sprint bus lanes for the Commonwealth Games will be published before Christmas, it has been confirmed.
By using dedicated lanes, it is hoped the buses will bypass areas of congestion.. Seven routes have been identified, but three are being prioritised in time for the games in 2022.
Speaking at an Overview and Scrutiny Committee this week, mayor Andy Street said publication of the consultation was "imminent".
And he also confirmed that the consultation showed that part of the route through Walsall will be "more difficult" to complete than the other two routes.
"On all three routes there are some tricky issues," he said, "so what will happen with the consultation is we’ll go back with the feedback on what we heard and how we’re going to progress".
The A34 Action Group claims that businesses and residents along the Walsall Road will be adversely affected by the removal of a slip road and parking spaces.
A sailor is set to reach land soon after being stranded at sea during a round-the-world yacht race.

A disabled woman from Worcestershire died after having all her teeth removed by a dentist at an NHS trust criticised for its "drastic" full extractions from other vulnerable patients.
Rachel Johnston underwent the operation after it was deemed necessary because of severe tooth decay, but collapsed after being discharged and died days later in hospital.
The procedure was carried out by the community dental service in Worcestershire and two more families have told the BBC of their concerns with the service after their sons, who have learning disabilities, had all their teeth removed.
Worcestershire Health and Care NHS Trust, which runs the dental service, insisted it followed the correct procedures for vulnerable patients, while three clinical commissioning groups are investigating Ms Johnston's death.
A 20-year-old man has been arrested this morning in connection with damage to a car after the Port Vale-Stoke City match last week.
Staffordshire Police is describing it as a "significant arrest" and the man from the Trent Vale area of Stoke-on-Trent is the 19th to be arrested since the game.
The vehicle was vandalised on Hamil Road after the EFL Trophy game on 4 December.

Work to replace a broken water main pipe on Hagley Road in Birmingham has been completed, said Severn Trent.
It means repairs will now move on to resurfacing the carriageway, damaged by flood water.
The road is expected to open fully tomorrow.
The 20-inch main (pictured below), one of the larger in Birmingham, burst on Wednesday night and caused mayhem for commuters on Thursday morning.
Buses were diverted and people reported being stuck on Hagley Road for over an hour while trying to get to work.
Thousands also lost water or had a poor supply.
Explorer Capt Lou Rudd has reached the South Pole in his bid to be become the first person to cross Antarctica solo and unsupported.
He now plans to take stock of his supplies, before starting the second half of his journey, to the other side of the continent.
He took on the 1,000-mile trek in memory of his friend, explorer Henry Worsley, who died after he tried to complete the same journey in January 2016.
