The Coventry councillor responsible for regeneration has defended plans to spend more than £1m of its own money to clear a site in the city for a new luxury hotel.
Jim O'Boyle said: "It's actually a risk that we don't do this, because we won't have beds available for people who come into the city."
Mr O'Boyle did accept that all investments are a risk, but added: "People have been telling me for years and years and years we've not had a decent hotels in our city centre for 40 or 50 years."
Indigo Hotels have been lined up to build on the Friargate site and the money will be used prepare it for use.
Mr O'Boyle said it was difficult to bring in private investors interested in projects like this.

Coventry City midfielder Jordan Shipley has enjoyed playing at St Andrew's so far this season.
The team has won both its league games there so far and is yet to concede a goal.
Coventry travel to Fratton Park to play Portsmouth tonight and Shipley said the squad had "gelled really well together" after the summer transfer activity.
But he said he didn't think they'd done anything new in pre-season, adding: "We've all just worked really hard."

A woman's been arrested after two people were taken to hospital with several injuries following an assault at a house in Newcastle-under-Lyme.
Emergency services were called to Roberts Avenue, Cross Heath, yesterday afternoon.
Officers say a 44-year-old woman from Newcastle-under-Lyme was arrested on suspicion of assault grievous bodily harm and remains in custody.

Tomorrow, Warwick District Council is set to sign off plans to replace the facility with a new indoor pool as part of a revamp of the Abbey Fields Leisure Centre, but the Lido Campaign Group has its own alternative proposals.
The group says it will attend the meeting and challenge the council's predictions of the environmental benefits and increased swimming numbers if the redevelopment goes ahead.
And it has its own designs, drawn up by local resident Thomas Bates, on display at Kenilworth Books in Talisman Square.
Those plans also include a plunge pool, play fountain and paddling pool.

Police officers say a burglary suspect's lucky they arrested him today as he turned out to have a potentially fatal infection.
Officers in Walsall made the arrest and called an ambulance as they said he was clearly unwell and turned out to have sepsis. , external
Dubbed the "hidden killer", sepsis is triggered by infections but develops because of an over-reaction by the immune system and can lead to death.

Firefighters were called to the Telford Tennis Centre at Wrockwardine Wood earlier, only to discover the fire alarm had been set off by a freak accident.
A badly aimed shot had caused a tennis ball to hit one of the fire alarms, setting it off.
Crews returned to their station in Telford town centre within 20 minutes and the fire service said it was satisfied it was an unfortunate accident.
