PHE West Midlands had said the man, from Harborne, had returned to the UK from Wuhan, China - the city at the epicentre of the outbreak - on 31 December. It added while that was more than 14 days ago, he was being tested because he had shown symptoms during the period.
PHE West Midlands said it wanted to retract its statement, adding its communications team did not hold patient details and was not in a position to comment on individual cases.
It said there were no confirmed cases of coronavirus in the UK, adding: "When a clinician assesses someone who meets the case definition for novel coronavirus, they take samples from the nose, throat and deeper respiratory tract and send these samples to PHE Colindale.
"PHE can provide a laboratory result from this specific virus in 24 hours."

Seven new streets in Lichfield are going to be named in honour of local servicemen who died during the two world wars.
There are 22 men commemorated in Lichfield’s Garden of Remembrance, and Lichfield District Council is seeking the permission of their families over seven surnames.
The names of the men are: JF Axten, C Axten, GV Baker, J Baker, WB Baker, WH Baker, J Mullarkey, P Mullarkey, AA Smith, CG Smith, JG Smith, SJ Smith, T Smith, TN Smith, CWH Turner, SB Turner, E Ward, W Ward, AE Whittle, GP Whittle, DC Whittle and EH Whittle.
The proposed street names are Axten Avenue, Baker Way, Mullarkey Drive, Smith Close, Turner Road, Ward Close and Whittle Street.

The testing of driverless cars on roads in the West Midlands looks set to move a step closer after planning applications were submitted for infrastructure to support the technology.
The region won a national competition to become the UK’s first test bed for Connected and Autonomous Vehicles (CAVs).
Planning applications for two masts in Birmingham have been put forward by Transport for West Midlands (TfWM), which is responsible for running the project.
The devices would be located on land to the south west of the A38, Salford Circus, and on land immediately adjacent to Dartmouth Circus on the A38 Aston Expressway.
