National Express has said it will use £4m from the government's Job Retention Bonus scheme to cut fares on its West Midlands and Dundee bus routes.
It said the move, which will not affect coaches fares, would help boost demand and support the local economies.
The bonus scheme will pay firms £1,000 for each employee brought back from furlough and employed until January.
A Treasury spokesman told the BBC: "There's no restrictions on how firms can use the bonus payments."
National Express is the biggest bus operator in the West Midlands, carrying about 90% of the region's passengers.
Customers are asked to leave but are concerned to be swapping one wet environment for another.

Thousands of pupils in England have had their A-level results downgraded today from teacher estimates, after exams were cancelled because of coronavirus.
Official data for England revealed that the standardisation process meant nearly 40% of pupils received lower grades - the figure was even higher in Wales.
For those students hoping for university places, it is expected to be a "buyer's market", with the admissions service Ucas saying universities would be "super flexible", even for those who have missed grades.

An outdoor theatre venue is being built in the grounds of a country house to host live performances under Covid-19 social distancing rules.
Due to the pandemic, virtually all theatres have been closed for five months with no certainty about when they will be able to reopen fully.
Farmer Tim Ashton is building the outdoor amphitheatre on land at Soulton Hall, near Wem, Shropshire, out of soil.
He told the BBC he was confident the structure would be ready for use next month with up to 80 people in the audience.
"On the right day, it will be fabulous. On a more challenging day, there will be a bit of fortitude required from the audience but if we don't do this there won't be any performances."

A dog walker's been attacked in what police believe was an attempt to steal his pet.
The man, aged in his 50s, was on Wereton Road, Audley, Staffordshire, on Tuesday night when police said a man came up and asked for directions.
As he did, officers said , externala woman tried to unhook the harness and lead on the dog, a white Bichon Frise.
The victim grabbed his dog and was then assaulted, suffering a serious injury to his face which needed hospital treatment.
Roads have been cleared in Telford after storms flooded them and brought down branches.

Warnings of thunderstorms are still in place today for most of the West Midlands and are set to continue through until Monday.
Today's yellow weather warning from the Met Office says, external, while some areas will stay dry, others could see severe storms with the possibility of sudden flooding or damage from lightning or hail.
Then from Friday through until 21:00 on Monday, there's some warning of thunderstorms covering the whole of the West Midlands.

Cheshire Fire and Rescue Service said , externalcrews were called yesterday evening to the building on Cobblers Cross Lane, Tarporley, but haven't named the hotel.
Fire crews found a lot of water coming downhill and flowing into the building.
The service said no-one was hurt and, once they'd made the hotel safe, passed it back to the firm's maintenance staff.
The Staffordshire theme park was forced to close after storms affected its water supplies.
