A motorcyclist was seriously injured when his bike crashed with a Saab that failed to stop at the junction of Coalpit Hill and Coppice Road in Talke at 23:00 on Monday night.
A 41-year-old man was arrested a short time later, said Staffordshire Police.
The 27-year-old rider was taken to hospital suffering serious leg injuries.
The body has been identified as that of Richard Hall from Perton, Staffordshire.

The driver, from Coventry, was stopped by Police Scotland in Lanarkshire last Friday.
Officers discovered the haul in the back of the van and alerted HM Revenue and Customs (HMRC).
The 32-year-old was arrested and interviewed at Motherwell Police Station before being charged with Excise Duty fraud, HMRC said.
Police say they are still searching for more suspects in connection with Reece Cox's death.

The animal was rescued by a member of the public who saw it being dumped on Warren Lane near Lickey Hills car park on Thursday.
The crossbreed, named Roo by RSPCA staff, was "in a real state," the charity said.
"She’s around four or five years old and is extremely friendly and sweet," added the charity's Vicki Taylor, who is now investigating the incident.

A drive-through coronavirus testing site in the centre of Coventry is to remain until the end of the month.
The site at Moat Street car park was initially planned for a fortnight - ending on Sunday.
But now the council say the importance of testing means they plan to keep it for at least a couple more weeks.
