Read MoreThe rescheduled Mayfair in Hereford and Leominster has been cancelled.
The fairs were postponed earlier this year, when it was hoped circumstances would be safer and easier for the events to go ahead.
The council said while restrictions are set to change from 19 July, the four week delay from the original date for lifting restrictions resulted in a "lack of certainty" and it has not been possible to put together viable events within such a short timeframe,.
The fair was due to take place in Leominster on 29 to 31 July and Hereford on 3 to 5 August. It is hoped it will return next year.
Testing and vaccinations are to be boosted in Tamworth in a bid to manage high numbers of Covid-19 cases.
The borough had 657.1 new cases per 100,000 in the seven days to 9 July.
An extra mobile testing unit has now opened at Riverdrive Car Park, offering about 1,000 PCR tests which can be booked daily.
With the final step of the lifting of lockdown happening on Monday, health chiefs in Staffordshire say they are encouraging everyone aged 18 to get both doses of the vaccine as soon as they are eligible.
As well as booking online, walk-ins are also available in the borough, with plans for the roll out of more vaccine pop-up clinics are also being finalised.
Dr Richard Harling, Staffordshire County Council's Director for Health and Care, said: "Cases in Tamworth remain very high and are still almost double both the Staffordshire and national average.
"With the legal easing of restrictions, we can expect to see more cases. We want to avoid unnecessary hospitalisations and deaths, so it is important that we act now to help keep case numbers as low as possible."

NHS England has given West Midlands Ambulance Service an extra £5,686,000 of funding to boost staff numbers ahead of winter.
The funding is specifically designed to increase the number of 999 call handlers, put additional crews on the road, provide additional clinical support in control rooms, extend the availability of hospital ambulance liaison officers at some trusts and increase the number of emergency ambulances available for the winter.
The service said it comes as it is busier than ever, receiving 6,406 emergency calls on Monday, 600 more than the previous record set last week and far busier than any New Year’s Eve, traditionally the busiest day of the year.
Nineteen of the 20 busiest days ever have come in the last month, it said.
"This additional funding is very welcome when all ambulance services are under immense pressure," Chief Executive, Anthony Marsh said.
"We have already started recruiting for additional call handlers and will work up other schemes that will allow us to make progress on meeting other key standards as soon as possible."
