He was struck by a black Ford Fiesta near to a McDonald's restaurant on Station Street at about 03:20 BST suffered serious leg injuries to his legs, Staffordshire Police said.
The force said officers had been called to the road about 15 minutes before the crash amid reports of public order offences.
The car involved failed to stop at the scene and the victim was taken to hospital for treatment, police added.
Detectives are appealing for any witnesses to come forward.

The pedestrian was struck on Station Street in Burton-upon-Trent shortly after 0315 BST, said the ambulance service.
He has been taken to Royal Stoke University Hospital, it added.

NHS Test and Trace has suspended testing operations provided by Immensa Health Clinic Ltd at its laboratory in Wolverhampton.
It follows an investigation into reports of people receiving negative PCR test results after testing positive with a lateral flow test.
Investigations are under way into the precise cause but NHS Test and Trace estimates that around 400,000 samples have been processed through the lab.
The vast majority of these will have been negative results, but an estimated 43,000 people may have been given incorrect negative PCR test results between 8 September and 12 October, mostly in south-west England.
A fire involving an oil pit has broken out at a large factory in Birmingham.
Workers have been evacuated from the site on Wharf Street, Aston, said the West Midlands Fire Service.
It has about 30 firefighters at the site after being called shortly before 05:00 BST.
