    "Police dragged a man from the car to resuscitate him."

    The incident happened just off the M5 junction towards Portishead, which remains closed to all traffic.

    An air ambulance has attended the scene.

    Witness David Ellison has told BBC Radio Bristol what he saw of the incident on the Portbury Hundred.

    "As I came out of Portishead ... police were ahead of me," he said.

    "They surrounded it. They shot maybe five, six or ten times. Then they dragged a man from the car to resuscitate him.

    "It came off the roundabout towards Portishead and then was boxed in by cars. They shot through the passenger window.

    "There were one or two marked cars and two more unmarked vehicles.

    "I would say it was a 20-year-old red Corsa - or something like that. It was quite small. It was very faded.

    The A369 Portbury Hundred remains closed both ways following a police incident.

    Eye witness reports say the air ambulance has landed, whilst traffic is very slow on the M5, around Junction 19 towards Portishead.

    Police cars, a police can and ambulances are in attendance.

    Police say motorists will be unable to access the junction for some time.

    A lorry driver has called the BBC to say he's at a standstill on the Portbury Hundred - he added a helicopter had landed in the road but with rotor blades turned off.

    He said there are several police cars, a police van, and an ambulance in attendance.

    Bristol City Council said it's "taking the opportunity to take a fresh look at its management structure" after councillors criticised current problems with recruitment in senior management.

    A council spokesman said: "Our chief executive resigned for personal reasons which she explained at the time.

    “Over the last year or so we have had a relatively high number of departures from our management team."

    He added it was caused by "a variety of reasons" which included retirement, career development and the conclusion of interim or fixed-term posts.

    England all-rounder Ben Stokes, has made the England Ashes Test squad despite being arrested in Bristol on Monday, say the Press Association.

    He was suspected of causing actual bodily harm after a nighclub incident, but not charged by Avon and Somerset police.

    The ECB yesterday confirmed that both Stokes and his team-mate Alex Hales, would not be available for today's one-day international against the West Indies.

    Alex Hales was voluntarily helping police with their enquiries.

    New figures suggest that Avon and Somerset Police has seen one of the biggest rises in vehicle thefts in England and Wales.

    The numbers went up by 56%, rising from more than 1,500 thefts recorded in 2013 to almost 2,400 in 2016.

    Figures obtained by the RAC suggest that the number of vehicle thefts overall in England and Wales has risen by almost a third in three years.

    According to information supplied by police forces, nearly 86,000 were stolen in 2016 - up from around 66,000 in 2013.

    Concerns have again been raised, following a critical report from councillors, regarding the senior management roles at Bristol City Council.

    Details of the report include:

    • Concern about the number of senior managers leaving post
    • 14 senior role vacancies, many with temporary appointments at senior management level
    • Continued failure to produce a future plan for the council
    • Poor communication of detailed information for council departments
    • Delays in appointing a new head of paid service and replacement chief executive.

    It is expected to be considered at the council cabinet meeting next week.

    Conservative councillor Geoff Gollop told BBC Radio Bristol that councillors want to know what the plans are to resolve the council's recruitment issues.

    Gloucestershire County Council has issued a statement after it was revealed plans, by green energy businessman Dale Vince, for an "eco park" near Stroud, have been dropped.

    A proposal to build the 100 acre business park at Junction 13 of the M5 will now only include a stadium for Forest Green Rovers football club.

    Council leader, Mark Hawthorne, said: “Highways England, the county council and several local parish councils raised concerns about the impact this development could have on traffic.

    "Ecotricity’s consultants only submitted their transport assessment last month - 18 months after Ecotricity put in their planning application."

    Mr Hawthorne said that resulting from Ecotricity's planning delays, not challenged by the company, suggested there had been project problems.

    Former Royal Marine Mark Ormrod has won a silver medal at the Invictus Games in Toronto.

    Prince Harry gave him his medal for winning the one minute sprint in his category at the indoor rowing.

    It was Mark's second medal of the night - he also won the four minute endurance challenge cheered on by his children - who joined him on the medal podium.

    No decision was made last night on whether to allow more than 2,000 homes to be built on the outskirts of Cirencester.

    Cotswold District councillors decided to defer a final decision on the Chesterton Development, due to issues over access through the proposed site.

    However, they said they'd reconsider the application within the next three months.

    The Chesterton Development - described by the development company as "a high quality, sustainable, mixed-use community neighbourhood" - would be one of the largest developments the Cotswolds has ever seen.

    It would consist of more than 2,000 homes, a primary school, community facilities - including a health care centre - a park, playing fields, and allotments, built on land belonging to Lord Bathurst.

  17. Report raises fresh concerns about council crisispublished at 08:02 British Summer Time 27 September 2017

    There are fresh claims of a "crisis" at Bristol City Council, after a damning report from a group of councillors.

    The group, which includes members of the ruling Labour Party, say there are "serious concerns" over the number of senior officers leaving, including three involved in the Arena project.

    The Mayor Marvin Rees is yet to respond but a spokesperson said the relatively high number of departures is perfectly normal.

    Local teams were in action last night.

    Bristol City maintained their unbeaten run at home to Bolton.

    Bristol Rovers failed to score away at Portsmouth, however, and Forest Green Rovers didn't manage any goals away at Cambridge.

    Cheltenham fared better against Mansfield as did Yeovil against Chesterfield, but Swindon lost away at Coventry.

    Plans by green energy businessman, Dale Vince, to build an "eco park" business development near Stroud have been dropped.

    The founder of Ecotricity and chairman of Forest Green Rovers FC wanted to build the park near Stroud.

    Plans for a football stadium on the same site will still progress but move further from local residents.

    Outline planning permission has yet to be gained by Mr Vince.

    The stadium is now planned for the north side of the A419, having previously been penned in for the south side.
