Schools in Gloucestershire could be fined £5,000 if they exclude pupils in the future.
Gloucestershire County Council is looking at bringing in the cash penalty to try to reduce the number of exclusions.
Figures show permanent exclusions in the county are above the national average and the highest in the west.
The council is suggesting schools which accept excluded children could be paid.
Gloucestershire County Council will make a decision in December after reviewing feedback from a consultation.
The name of the second suspect in the Salisbury case is Alexander Mishkin, the BBC understands.
The Bellingcat investigative website says the man who travelled under the alias Alexander Petrov is in reality a military doctor working for Russian intelligence, the GRU.
Last month, Bellingcat named the first suspect as Anatoliy Chepiga, a claim rejected by Russia.

Officers said men armed with hammers carried out the attack on a shop in East Street, Bedminster at about 15:15 BST on Friday.

Police said there were a number of men that smashed into the Go Outdoors shop in Tramway Road, Brislington, shortly after 02:20 BST.
A member of the public called police shortly afterwards and reported seeing a number of men get out of a similar a car on a nearby road in Knowle and enter an address.
Officers went to the address in Knowle and arrested four men aged 20, 28, 32 and 37 on suspicion of burglary.
Acting Det Sgt Emily Welch said: “We couldn’t do our job without information from the public and I want to thank the person who called us last night to report the suspicious activity they had seen."

Two Gloucestershire councils are among 10 authorities in England that shrank the largest amounts of green-belt land last year, according to new Government figures.
Cheltenham Borough Council lost a third of its green-belt land in the last year, while Tewkesbury Borough Council lost 7% of its protected land, statistics from the ministry of housing showed.
The data, released by National Statistics, external, revealed that plans adopted in Cheltenham have shrunk the green belt from 820 hectares of land in March 2017 to just 550 in March this year.
Before that, the green belt in Cheltenham had stayed the same size as it had been since at least March 2010, when these figures began.
The amount of protected land in Tewkesbury fell from 6,570 hectares in 2017 to 6,120 this year.
