Just under half the primary school pupils in Coventry are reaching the expected standard in reading, writing and maths, according to latest figures.
Leader of the National Association of Head Teachers is urging parents to ignore the newly published league tables, in the wake of "chaotic" changes to testing.
The figures show 49% of children in the city are achieving the standard based on Key Stage 2 tests this year compared to Warwickshire's 57%.
Primary heads leader Russell Hobby said ministers had stressed the scale of the changes meant comparisons could not be drawn on previous years' results.
