The average caseload of social workers in Nottinghamshire is "too high" according to the county council's own measurement.
According to a report presented to the council earlier, social workers who deal with assessments currently handle an average of 26 cases at a time.
The council considers an average of 20 to 21 to be manageable, the local democracy reporter service said.
More staff are being drafted in to help reduce the workload, but because of recruitment issues these will not be qualified social workers.
Instead, social worker support officers will be hired to reduce the department's workload, carrying out tasks which don't require a qualification.
Councillor Philip Owen, who chairs the committee which approved the recruitment, said: "This extra support will significantly free up social workers' capacities to progress cases, improve practice and staff morale and, over a period of time, will reduce average caseloads."
The funds were supposed to be used to offset the impact of new building developments.
