Leong is serving a life term after being found guilty of attempted murder.

Mr Rotariu said police had been warned about Leong's fascination with carrying out an acid attack.

An investigation by the Independent Office for Police Conduct (IOPC) found police had received reports months before the attack that Leong was planning to buy acid to attack someone, but officers failed to contact her.

The 33-year-old is now crowdfunding to carry on his legal action against Leicestershire Police.

The force said it "cannot comment at this stage" on the legal proceedings.

    East Midlands Today

A reward of £3,000 is being offered to track down the people responsible for arson attacks on a Leicestershire housing estate.

The fires first started on the Fairmead estate in Melton Mowbray in July last year.

Since then there have been at least 20 fires with bins, sheds, fences, cars and even street lamps being set alight.

"The worry is the proximity of the bins, sheds and cars to the houses," said Sgt Paul Kear from Leicestershire Police.

"It's only got to take something to go a little bit out of control and we have a serious house fire, if not fatalities, on our hands and we have absolutely got to prevent that."
