The authority has subsidised services at an annual cost of £25,000 to keep the cemetery running.

The proposals could see the cost of laying a single headstone increase from £66 to £268 while the "exclusive right of burial in a single earthen grave" will increase by almost ten times from £245 to £2,085.

The cost of interring a body of someone aged more than one will rise from £540 to £902.

At a cabinet meeting on Tuesday, Councillor Gordon Brown said they intend making the cemetery self-funding and are bringing charges "in line with neighbouring authorities".

The housing target is not an upper limit, but a minimum of what the government expects to be built. This means the final figure for the number of houses built could be higher.

There will also be 340 acres (136 hectares) of land set aside for future employment and economic development.

The new targets are set out in a long-term plan for how the Labour-run council wants the district to change by 2035. Known as a Local Plan, the legal document is currently in draft form, and is expected to receive final approval in 2021.

Now, Bassetlaw District Council has started consultation on its draft Local Plan, which will last for eight weeks, and will include visits by planning officers to 22 villages and towns in the area.

Viktorija was inside the shop when it happened. She died in the blast along with four other people in the flat above. Three men have been jailed for a total of 109 years for their murder.

During the trial the court heard Viktorija had also been involved in the planning of the explosion and the men decided she had to die because she "knew too much".

Her mother, Natalija Ijevleva, said: "I am heartbroken that she didn’t tell me. I could have stopped her from going ahead and prevented this tragedy. I feel I failed as a mother to protect my child."

She said the sense of loss she feels is "unbearable" and she still sends Vika text messages - "in my heart she is still alive," she said.

Despite her apology to the families of the other victims she reminded the court that she also lost a child that she will "never have back".
