The leader of Nottingham City Council has admitted the controversial Workplace Parking Levy hasn't significantly reduced congestion.
The city is the only one in the UK to charge companies for parking spaces. Firms with more than ten spaces pay £415 per year per parking space.
The levy has generated more than £50m, which has been reinvested in public transport projects in the city.
Jon Collins, who steps down as council leader today, insists the levy has helped to keep the volume of traffic "steady" something he claims is "unlike every other big city".
He said it's also helped to reduce air pollution.
Other cities around the country have considered introducing a similar scheme including in Leicester.
