Two-thirds of barbers and "close contact services" needed reminders to ensure they were operating in the right way to tackle the coronavirus pandemic.
A meeting of Nottingham City Outbreak Control Engagement Board was told 44 of 67 premises visited by environmental health officers and PCSOs between 30 November and 13 December needed "intervention actions" to "secure compliance".
The interventions included two fines for a lack of face coverings.
Ninety-eight out of 588 businesses visited over the same period were found to be "non-compliant".
There were also 74 complaints made about businesses and eight requests received from businesses asking for information.
Staff are treating more people with Covid-19 than during the first wave of the virus.

Police are asking for help to identify the driver of a Renault Clio which rammed one of their cars in Derby.
It happened in Five Lamps at about 02:30 on 3 December.
Two officers were injured in the crash and the car was badly damaged.
The Clio was being followed by an unmarked police car when it crashed into a marked car, which was blocking the road.
Police said it had been linked to racing on an industrial estate in Ilkeston earlier that night.
Officers were able to detain two of the passengers but not the driver.

Two men have appeared in court after a cannabis grow with an estimated street value of £1m was found in a house.
Derbyshire Police said officers raided the property in Cinder Bank, Ironville, on Wednesday and found more than 1,000 plants across three floors.
The men, 23 and 24, from Albania, were arrested at the house and later charged with being concerned in the production of cannabis.
The pair, of no fixed abode, appeared at Southern Derbyshire Magistrates' Court on Thursday and were remanded in custody.

A Nottingham man who had been on the run for more than 20 years has been arrested after police analysed hundreds of phone calls.
The 45-year-old, who still had family in St Ann's, was wanted in connection with kidnap, armed robbery, possession of firearms and membership of an organised crime group.
The man was wanted on a European Arrest Warrant issued by Polish authorities in 2014, however police have been searching for him since 1999.
Nottinghamshire Police took over the case last month and used information from mobile calls to track him down.
He was arrested in Robertsbridge Road, Croydon, south London, on Thursday evening.
Sgt Tim Cuthbert said: "The man was wanted for several years and has evaded capture by several forces previously.
"He was using every method he could to avoid being caught and was living under at least two alias names meaning he was particularly difficult to pin down."
The man was remanded to appear at Westminster Magistrates' Court for his initial extradition hearing.

Police are investigating reports of cats in a Nottinghamshire village returning home with their fur covered with suspected petroleum products.
The East Bassetlaw policing team said the incidents had happened in Gringley on the Hill over the past two weeks, leaving the "distressed" pets requiring medical treatment.
The force said the RSPCA had been made aware and anyone with further information should contact them or the charity.

Police are appealing for more witnesses as they search for a Matlock man who has been missing for six days.
Joshua Jones, 29, disappeared from the Hurst Rise area on Saturday morning but was spotted on CCTV at a Matlock shop at about 12:00 that day.
Derbyshire Police said a man matching his description was also spotted walking near the junction of Wirestone Lane and Amber Lane at about 16:00.
The force said it would like to hear from people who were using dirt bikes and mountain bikes in that area at around that time with a woman driving a small black car who was forced to brake suddenly as a man, believed to be Mr Jones, crossed her path.
Anyone with any information is urged to contact police.

Two people have been arrested as part of an investigation into modern slavery in Mansfield.
Nottinghamshire Police said the operation was prompted by allegations people had been trafficked into the town from other parts of the UK to financially exploit them.
A 25-year-old man and a 22-year-old woman were detained on suspicion of human trafficking and labour exploitation offences on Monday and released under investigation.
A search was also carried out at the undisclosed address where the arrests were made.
The raid was a joint operation with the Gangmasters and Labour Abuse Authority - a national law enforcement agency that tackles labour exploitation.
