    A California-based multi-millionaire and founder of the Bebo social networking site has pumped money into a north Devon village after seeing its "sad state", he says.

    Michael Birch - who has a net worth of $390m (£303m) - told the BBC he felt a "need" to transform Woolsery, where his ancestors have lived since 1700, and where he spent "all his summers" as a child. 

    He has bought properties including the village pub, an old hotel and the fish and chip shop over the past two years. Residents have welcomed his support.

    He told the BBC: "The pub had been closed for a number of years, the manor house had been closed a lot longer... it was knowing that I could do it [help] and knowing that I needed to do it."

    Patients are waiting up to 46 weeks for treatment for headaches and epilepsy at Torbay Hospital.

    The number of people waiting longer than they should for treatment has risen by more than 50% in a month - from 91 to 141.   

    The managing trust had wanted to close its waiting lists for neurology appointments due to increasing backlogs and staff shortages but was refused permission. 

    Commissioners said they were working to prioritise people who most urgently needed care.

    A 68-year-old woman who was seriously injured when she was knocked down by a car in Paignton has died two weeks later, police have confirmed.

    The pedestrian was hit by a Fiat Doblo as she attempted to cross Yalberton Road at about 15:00 on Saturday 30 July. She was airlifted to hospital in Plymouth but died on Sunday 14 August, officers said, external.

    The driver, a 76-year-old Paignton woman, was not injured in the collision at the junction with Brixham Road. Police have appealed for witnesses.

    A disagreement with an insurance company has forced the closure of Lostwithiel Community Centre.

    The problems began back in May when cracks appeared in a wall causing it to become unstable. Eight staff had to be made redundant and the closure has also left dozens of clubs and health support services with nowhere to meet. 

    Angeline Edney, chairman of the Lostwithiel Community Association, and who has been overseeing work, said the building was now "fine in a general sense", but a risk assessment resulted in insurers saying that "any risk perceived in any way meant they provide us with public liability insurance".

    The 16-year-old's body was found in the River Dart on 7 August. The exact cause of death has still not been confirmed, but Devon and Cornwall Police previously said it was possible he fell into the river after taking a "new pyschoactive substance", formerly known as a legal high.

    St John's Church in Bridgetown will be open between 13:00-16:00 to anyone who would like to drop in and light a candle or lay flowers, organisers said.

    About £350m of EU-funded projects in Cornwall have not been guaranteed by the government, a senior councillor says.

    Chancellor Philip Hammond announced that funding for projects that were contracted by the autumn up until 2020 would be guaranteed by the Treasury. 

    However, Cornwall Council cabinet economy portfolio holder Julian German said the "vast majority" of about £500m-worth of EU funded projects in the pipeline in the county were not covered by this guarantee, which he said "simply isn't good enough". 

    He said: "Major funding streams such as contracts for EU structural funds and European Maritime Fisheries projects beginning after the Autumn Statement have no guarantee of continuation at all." Mr German added the council was "supporting the Local Government Association's campaign for all EU funds to be honoured".

    A man has begun a six-year prison sentence for having sex with a teenage girl after grooming her via texts and Facebook.

    Kingsley Omiogate, 40, of Newton Abbot, had sex with the girl twice in 2014 after arranging to meet her via text messages. 

    He had denied two counts of sexual activity with a child but was found guilty at Exeter Crown Court in June. The judge said Omiogate had groomed the girl, who cannot be named for legal reasons, in a "systematic and planned way".

    The Newquay Community Orchard group has been awarded more than £460,000 in Big Lottery Funding to develop a growing and events space.

    The group, which provides food and environmental education, wants to transform nine acres into a Victorian kitchen garden, a wood workshop and an amphitheatre. More than 200 volunteers have worked over the last 18 months to make the project possible.
