The University of Exeter - which also has a campus at Penryn in Cornwall - says it will raise its tuition fees by £250 a year from autumn this year.
The university will put fees up for both new and current students, taking the yearly fee to £9,250 from the beginning of the new academic year.
It comes after the government said universities with "high quality" teaching would be allowed to raise fees above the current £9,000 bar.
The move has been called "completely unacceptable" by the Lib Dem education spokesman, John Pugh. The university's vice chancellor said the decision had not been taken lightly, but it followed four years of a freeze in fees whilst the costs of delivering education had continued to rise.
