Lyme Bay could be the first place in the country to offer protection to dolphins.
The Devon Wildlife Trust is calling on the government to act quickly to protect them and other large marine animals, but some fishermen have expressed their doubts about the size of the proposed Marine Conservation Zone.
The Department for Environment, Food and Rural Affairs (Defra) is already consulting across the UK but the trust says Lyme Bay would be an ideal place to help dolphins.
Tourists in the South West are spending around £1.5bn in the summer holidays alone, new research suggests.
Analysis by the South West Research Company shows around 20 million people visit for day trips or longer during the peak season. But businesses are being warned not to rest on their laurels as competition increases.
