    Appointments for tomorrow have been cancelled by the North Devon Healthcare Trust, due to the increase to a "Red" weather warning by the Met Office.

    This includes outpatient appointments, day surgery and endoscopy, and elective inpatient surgery.

    In a statement, the trust said it was "internal major incident plans" into place, so it can "continue to support urgent and emergency services".

    Clinics will continue to run today, and patients are advised to attend their appointments as long as they feel it safe to do so.

    Darryn Allcorn, from the trust, said: "We would appreciate it if you can let us know if you can't attend and need to rearrange your appointment - please call the number on your appointment letter.

    "I would like to thank all our staff who have responded to calls to help transport other staff to and from work, helping us keep vital services running."

    The meals on wheels service, external run by Camborne Wesley Methodist Church is not running today because of the bad weather.

    Volunteer Keith Kneebone says the side roads along which most of the people it delivers to live are dangerous.

    The cancellation affects about 50 people.

    The closure of the A380 between Splatford Split and Eagle Farm has been moved forward as conditions on the road have worsened.

    Devon County Council had previously announced that the road would be closed overnight from 15:00, but as Storm Emma sets in, the decision has been taken to close the road with immediate effect.

    A statement from the Council said: "Highways England will continue treating the A38 Haldon Hill, and Devon County Council will focus its efforts on keeping traffic moving on the alternative coastal road, A379 between Dawlish and Teignmouth.

    "The Met Office has issued a red warning for heavy snow across most of the county today, which could make travelling conditions treacherous."

    Up to 30cm (12in) of snow is forecast to fall across the region this afternoon, with up to 50cm (20in) on high ground around Dartmoor and Exmoor.

    Forecasts of freezing rain tonight will also make roads hazardous.

    Up to 50cm (20in) of snow could fall in areas of Devon today as Storm Emma drifts into the county.

    The maximum snowfall and 60mph winds are expected to hit East Devon this afternoon.

    In South Devon, about 20cm (8in) of snow is expected.

    From early afternoon, the weather front will be moving towards Dartmoor, Exeter, Cullompton and parts of Somerset.

    Freezing rain is likely to begin at approximately 21:00.

    Emergency services are advising extreme caution in these conditions.

    The Royal Cornwall Hospitals Trust says all of its outpatient appointments are "currently going ahead unless we call you personally to advise otherwise".

    It added that phone lines were also busy, so patients should only call the booking team if they were unable to get to an appointment scheduled for today.

    • In Teignmouth on New Road near Ferndale Road we have reports there's been an accident
    • In Dartmouth on Victoria Road near South Ford Road we have reports there's been an accident

    All bus services in Cornwall run by First Kernow are set to be withdrawn in the next couple of hours.

    The company said it was advising all customers "to make return journeys where still possible as soon as possible".

    It said: "Our operations teams are putting in place plans to safely return buses to base in the interests of safety.

    "Thank you for your patience and understanding."

    South West Water says it has been getting lots of calls from people having issues with their supplies.

    The company says it is mainly down to frozen pipes going into individual properties.

    Bob Taylor, operations director of drinking water services, says there are a number of checks to do before getting in touch with them.

    "The obvious thing for people to do initially is to check whether their neighbours have water or not," he says.

    "If their neighbours do have water that means that it's probably a local issue with the plumbing in their property. If their neighbours don't have water either, then they would need to call us and we would come and investigate a possible wider problem.

    "In the current weather conditions, where you've got exposed pipe work, we are getting calls from people losing their supply because of freezing up."

    South West Water says there are some tips to follow in severe weather conditions...

    • Check the pipes are frozen by checking that your neighbours have water
    • Check your pipes for signs of a split
    • Turn off the supply using the internal stopcock
    • If the central heating is on, leave it on. If it is off, do not turn it on to thaw pipes
    • Only drain the system by flushing toilets and turning taps on
    • If there is no damage, use a warm towel, cloth or hot water bottle to thaw pipes
    • After checking everything is working, turn the internal stopcock back on
    • Check again before turning your central heating back on
  12. Police warning people to stay at homepublished at 13:21 Greenwich Mean Time 1 March 2018

    Police are urging people to "be sensible" and stay at home if at all possible.

    The M5, in particular, has difficult driving conditions already and they are expected to get worse throughout the day, our neighbouring force, Avon and Somerset has told the BBC.

    Only urgent journeys should be considered.

    They've also reminded drivers to properly clear their windscreens, lights and registration numbers of snow and ice - rule 229 of the Highway Code!

    • Also in Newton Abbot, Decoy Road is blocked due to a broken-down vehicle between Kingskerswell Road and Coach Road
    • Between Clyst St Mary and Clyst St George on the A376 we have reports there's an accident
    • Near Paignton on A380 King's Ash Road in both directions between Tweenaway Cross and Riviera Way there are hazardous driving conditions
    • At Churston Ferrers, Churston Road is blocked due to an accident between Alston Lane and Bascombe Road

    Icy conditions and freezing temperatures have forced East Devon District Council to cancel their bin and recycling collections scheduled for this afternoon.

    A flood alert has been issued for Friday morning from Lizard Point to Gribbin Head, excluding Truro.

    Locations particularly at risk will be Commercial Road, Penryn, Trefusis Road, Flushing, the A39 at Perranarworthal and the A390 at Tresillian.

    High water at Falmouth is at 05:34, although times of high water will vary along the coast.

    A North Devon councillor has tweeted urging people not to travel this afternoon as Storm Emma batters the region.

    Councillor Andrea Davis wrote that "we have abandoned vehicles on the A39 Parracombe.

    "Abandoned vehicles stop our gritters getting to communities and keeping the roads open".

    Across Devon and Cornwall, vehicles have been abandoned after roads have been found impassable.

    Police are advising people not to travel unless it is absolutely necessary.

    With conditions worsening as the weather front moves in, cars are having to be towed to safety in Loddiswell after becoming stuck.

    The Met Office has an amber weather warning in place for wind and snow , externalacross the South West, with parts of Devon and other areas in the South West being upgraded to a red warning.

    Derriford hospital in Plymouth says some clinics and appointments have been postponed for safety reasons today, but patients have been contacted.

    If you have an appointment and can't make it please contact them.

    Kevin Baber, Director of Strategic Development for Plymouth Hospitals NHS Trust praised the efforts of staff: "Our staff, as always, are going above and beyond to ensure they are in work and caring for our patients, including staying in accommodation closer to the hospital or car sharing with one another.
