    Lynne French
    BBC News Online

Street lights switching off overnight across Devon should be a "temporary" problem, the county council says.

The issue has been caused by the spring equinox - when day and night lengths are equal - "confusing" light control cells.

A council spokesman said: “We have received a number of reports of streetlights switching off overnight at times when they're not programmed to do so, and it has not been due to a power failure.

"This seems to have coincided with the time of the equinox where there has been equal times of night and day. We're in discussion with the manufacturers of the control equipment about this.

"We believe the problem is only a temporary one.”

    BBC Radio Devon

Chief Constable Shaun Sawyer says Her Majesty's Inspectorate of Constabulary should "have a word with itself".

His comments follow a report which says the force needs to improve at investigating crime, reducing re-offending and protecting vulnerable people.

    Chief Constable Shaun Sawyer

Mr Sawyer says detecting crime is important, but with 4,000 square miles to police, rising crime and 1,000 fewer officers, his focus will always be on protecting the most vulnerable and preventing crime.

While he accepts some of the areas highlighted by HM Inspector Wendy Williams as requiring improvement, he would "respectfully rebut" others.

"I like Wendy, but I'm more worried about what the people of Devon and Cornwall think," Mr Sawyer said.

"I'm not going to ignore HMIC, but there's a lot of this report I find frankly irrelevant."
