    A teenage girl has been charged with grievous bodily harm (GBH) with intent after a man was seriously injured at a Plymouth shopping mall, police say.

    A man in his 20s remains in hospital after he was attacked at the Drake Circus city centre mall at about 23:30 on Sunday.

    His injuries were not believed to be life-threatening, police said.

    A 17-year-old female arrested at the scene has been charged with GBH and also criminal damage, officers said, external.

    Nine fixed penalty notices have been issued by East Devon District Council since Public Space Protection Orders (PSPO) were introduced in May 2017.

    The information has been revealed in a Freedom of Information (FOI) request that the council has published on its website.

    The data reveals:

    • Seven fixed penalty notices have been issued under the dog control PSPO which requires people clear up after dogs, keep dogs on leads in specified places and designate some areas where dogs are not allowed
    • No fixed penalty notices were issued to people feeding seagulls under the Seashores and Promenades PSPO
    • Two people were issued with fixed penalty notices for aggressive begging under the Intoxicating substances (including alcohol), urination and defecation, aggressive begging, and intimidating behaviours PSPO

    Responding to the FOI, the council said that the PSPO is applicable only to some designated streets in the centre of Exmouth and covers a number of anti-social behaviours including aggressive begging but not including rough sleeping.

    It added: "To date, two people have been issued with fixed penalty notices for aggressive begging and they left the East Devon area without paying the fine. As they are of no fixed abode it has not been possible to trace them to follow up non-payment."

    On the day HMS Ocean is decommissioned, Commander Nick Wood, the ship's second-in-command, said: "This is a sad day for us all. This is our home when we are away.

    The Queen has paid tribute to the Royal Navy's largest operational warship at a decommissioning ceremony in Plymouth.

    The Queen inspected a parade of the ship's company on the jetty before proceeding to the dais. "We are gathered here in Plymouth today, in the midst of this city's rich maritime heritage, to say farewell to this unique and remarkable vessel, and to reflect on her considerable achievements," she said.

    "Throughout her life, HMS Ocean has been at the forefront of global operations, bringing together the men and women of the Royal Navy, Royal Marines, Army and Royal Air Force in their common purpose of defending our nation's interests and spreading peace and prosperity across the world.

    "It is a testament to the unique nature of this ship and her crew that her success on operations as an amphibious helicopter carrier, in Sierra Leone, Iraq and Libya, has been matched by her capacity to deliver vital humanitarian aid, from the very beginning of her career to her final deployment last autumn.

    "With three generations of naval officers in my family, I recognise the significant demands that have been placed on all those who have served in the ship over the last two decades, as well as the contribution of their families and loved ones.

    "As you all prepare to move on to new challenges I know that, like me, you will always treasure your memories of HMS Ocean. The Lord High Admiral, the Duke of Edinburgh, joins me in wishing you well in your future endeavours. The ship that replaces HMS Ocean, HMS Prince of Wales, is much larger and has greatly increased advanced capability."

    Devon County councillors have demanded they be kept up to date with how North Devon District Hospital plans to recover after a "disappointing" inspection report left the trust rated as "requires improvement".

    The report from the Care Quality Commission (CQC), which was released on 9 January, showed both maternity and outpatient services at the hospital had got worse since the hospital was last inspected.

    Inspectors rated the hospital as requiring improvement in relation to whether services were safe, effective, responsive and well-led, but did receive a good rating for whether services were caring.

    An action plan has been put in place by the North Devon Healthcare Trust, and a report from the trust in response to the CQC report said the trust could evidence that it was improving services in all areas identified by inspectors.

    A statue of David Bowie has been vandalised less than 48 hours after being unveiled.

    The bronze sculpture, entitled Earthly Messenger, was revealed in Aylesbury where he debuted Ziggy Stardust.

    "Feed the homeless first" has been written in front of it, "RIP DB" on a wall beside it, and a section of the statue has been painted on. The damage has been described as "awful" and "pointless" and is thought to have happened overnight on Monday.

    Volunteers have been working hard to get rid of the spray paint.

    Money to create the work, that was officially unveiled on Sunday, was raised through grants and a £100,000 crowdfunding appeal.

    it was designed by Devon-based sculptor Andrew Sinclair, who used the mask taken from Bowie's face during the filming of The Man Who Fell to Earth to create the likeness.

    A public exhibition on multimillion-pound plans to protect Sidmouth from coastal erosion, external will take place next month.

    There are plans to protect the town from cliff falls, with East Devon District Council's preferred option being to construct additional rock groynes on East Beach.

    Councillors are also proposing to shorten the River Sid training wall and continue importing new shingle as well as recycling existing shingle.

    Defra is going to fund £5.7m of the scheme, but a further £3.3m of partnership funding is required for the programme.

    One local resident told the BBC last month that cliff-top houses in Sidmouth are losing a metre of their garden every year to erosion by the sea.

    A £1m scheme to demolish the old school house, library and a cafe on the site of the Methodist Church in Ipplepen in Devon has been submitted.

    The church wants to build a new community hub saying the current structure has become cramped and is not large enough to accommodate activities and facilities for the village.

    The application says it will be more cost effective to replace the building rather than refurbish it.

    "A new community hub would provide a compliant, inclusive, comfortable, flexible and up-to-date facility to serve the community and the church," it says.

    Teignbridge District Council's planning committee will decide on the application at a later date.
