    The Chief Inspector of Hospitals at the Care Quality Commission (CQC) says work is still needed at the Royal Cornwall Hospitals' Trust (RCHT) to improve patient safety issues that are "not being given sufficient priority".

    An inspection at the hospital in Treliske revealed it had failed to improve in many areas flagged up in a report last year.

    Its chief executive said it accepted the criticisms and was working to meet the requirements.

    A 16-year-old boy has gone missing from Barnstaple, police have said.

    Jamie Toleman was last seen on 3 April at about 10:20 in the North Walk area of the town.

    Devon and Cornwall Police are concerned for his welfare.

    Jamie is described as white, approximately 5ft 4ins (1.62m) tall, of slim build with short brown hair.

    He was wearing black Nike trainers, grey North Face jogging bottoms, a grey jumper and a red coat.

    He is expected to be travelling on foot, but may have a luminous green and yellow pushbike.

    Anyone with information is being asked to contact police via 101.

    Coastguards have confirmed a drone came into "close proximity" to the Newquay search and rescue helicopter while on a training exercise off Cornwall on Thursday.

    Devon and Cornwall Police are investigating, although a spokeswoman said there was "no near miss".

    The Maritime and Coastguard Agency said: "We would like to take this opportunity to remind people that there are strict airspace regulations and restrictions for unmanned aircraft and drones, which should be adhered to at all times."

    Fire crews are "working tirelessly" to save a barn which is on fire in St Minver, Cornwall.

    Three fire engines from Wadebridge, Delabole and Bodmin were called to the property at about 01:55.

    On arrival, firefighters found two thirds of the property "fully involved" in fire, Cornwall Fire and Rescue Service said.

    It added that "good progress" is being made.

    Nobody is believed to be injured.

    An 11-year-old boy has been airlifted to hospital with serious injuries after falling from cliffs in north Devon.

    Emergency services, including the Lynmouth and Ilfracombe coastguard and the police, were called to the Valley of Rocks at Lynton on Thursday at about 18:25.

    The boy was found at the bottom of the cliffs and was winched up and then taken to Derriford Hospital by air ambulance.

    He has a double fracture of his fibia.

    South Western Railway trains from Exeter St Davids to London Waterloo will not stop at Clapham Junction in peak times as part of changes to the timetable.

    The company has decided to go ahead with the changes despite opposition from passengers, Devon County Council and Exeter MP Ben Bradshaw, saying that the changes will cut journey times and overcrowding.

    Other proposed changes include a new 07:18 service from Yeovil Junction to Exeter St Davids and an additional later train from London Waterloo, leaving at 21:25 and arriving in Exeter at 00:42.

    More trains will also stop at Whimple and Feniton.

    A final decision on the timetable will be made by Network Rail in the autumn, before the changes come in in December.

    A man is being treated for a suspected head injury after being hit by a car outside a busy garage in Exeter.

    Police were called to the area outside the Shell petrol station on the Countess Weir roundabout at Topsham Road at 14:14.

    The man was taken by ambulance to Royal Devon and Exeter Hospital with a suspected head injury.

    Steve Double, MP for St Austell and Newquay, has hailed the new Homelessness Reduction Act as "the most transformative change to homelessness legislation in England in 40 years".

    The act, which came into force at the beginning of April, requires councils to try to prevent people from becoming homeless in the first place and provide continued protection for affected families.

    The government has allocated £72.7m of funding over the next two years to enable councils to make these changes.

    Mr Double said the act should "transform the help councils are expected to provide to homeless people".

  18. 'Don't wave dodge' warning after flood alertpublished at 16:40 British Summer Time 5 April 2018

    People have been not to "wave dodge" during Friday's early high tide by emergency bosses at Devon County Council after a flood alert by the Environment Agency.

    The alert for the south Devon coast on Friday morning, external covers an area from Start Point to Dawlish Warren.

    It means people should be prepared, and warns flooding is possible during high tide on Friday morning. High water at Exmouth is due at 11:00.

    It could see waves overtopping sea defences and sea spray in exposed coastal locations in Torbay.

    Staff at Devon Alert said people should avoid the high tides on Friday morning.

    They added: "Wave dodging is not big or clever and could also put rescuers are risk."

    It would cost £167m to improve all roads needing planned maintenance in Devon and would require of £38m per year just to maintain all of Devon’s carriageways in a steady state, it has been revealed.

    The figures have been published in a report of the County Road Highway Maintenance Capital Budget that goes to Devon County Council's cabinet committee next Wednesday, which also outlines the state of Devon's roads.

    The report says work carried out by the county council on the A and B road network over the past 10 years means routes have remained in a relatively good and stable condition.

    But it added that there had been a gradual deterioration of C roads and unclassified roads.

    Seventeen percent of C roads need maintenance works immediately, up from 11% in 2007-08.

    Twenty-three percent of all unclassified roads needed maintenance works immediately and a further 43% of the roads were deteriorating, the report said.

    A couple from Cornwall have been sentenced to 12 weeks in jail, suspended for 18 months, and given a lifetime ban from owning, keeping or looking after any pets for causing suffering to more than 70 cats.

    At Bodmin Magistrates' Court Penelope O'Dell, 71, and her estranged husband, David O'Dell, 70, both from Pendrim Road in Looe, admitted causing unnecessary suffering to the cats and failing to ensure the animal's needs were met.

    The RSPCA, which brought the prosecution, told the court the couple were well-intentioned but gave completely incompetent care.
