A number of sacks containing sheep fleece and jaw bones have been fly-tipped on moorland near Yelverton.
Devon and Cornwall Police said 10 bags were found at Cadover Bridge last week.
It added the remains were "possibly from llegal slaughter" and the sheep may have been stolen.
Anyone who may have seen suspicious activity in the area is being asked to contact Trading Standards on 01392 381381.
Traffic remains at a "standstill" on the A30 eastbound between Clyst Honiton and Daisy Mount Cross after a van overturned.
Carlos, who is stuck in traffic, says there are "people walking around trying to stretch their legs a little bit".
Police said investigations were likely to continue all morning after five people were injured.

The actions of a woman who drove on to the route of the Plymouth Half Marathon on Sunday have embarrassed the city, according to the area's MP.
Labour's Luke Pollard, who serves Plymouth Sutton and Devonport, said he was glad no one was hurt in the incident.
Runners and marshals intercepted the car which emerged from Hawkers Avenue.
Police said inquiries were "under way into this matter".
Police say they have been made aware of an incident where a woman drove "on to a live running route" during the Plymouth Half Marathon.
Video of the incident showed onlookers rushing to stop a car driven by a woman who said she had a workshop in Okehampton and that there hadn't been information about road closures.

A helicopter taking passengers from Land's End airport to St Mary's has landed on the grass beside the runway as it was not a scheduled flight.
The Isles of Scilly Steamship Group (ISSG) is currently running charter flights as the Council of the Isles of Scilly suspended its scheduled service.
It made the decision on Friday to allow more time for a habitat assessment to be carried out.
The ISSG said it expected the stop notice to be lifted today.
Meanwhile, a rival helicopter route planned to run between Penzance and the islands has released a statement saying it is "disappointed that the ISSG has chosen to ignore rules put in place to protect the islands' environment; rules with which Penzance Heliport has fully complied".

Five people have been injured in a crash on the A30 in Devon this morning.
Fire crews from Middlemoor, Honiton and Ottery St Mary attended the accident, which involved multiple vehicles at Daisymount at about 07:00.
Police, air and land ambulances also attended and confirmed there are five casualties.

Organisers of the Devon County Show say it was the sunniest for more than 20 years.
More than 90,000 people visited the three-day event at Westpoint, near Exeter.
Officials said the royal wedding did not appear to have affected visitor numbers on Saturday, which saw maximum temperatures of 21C (69F).
However, these people said it did seem quieter on the weekend...

A landowner in Devon says South West Water must sort out a continuing problem with interruptions to the water supply in his village.
In the last three years, there has been no water in Ashcombe, near Dawlish, on at least 20 occasions.
In the worst instance, villagers were left without water for two days.
Ralph Rayner, who owns the Ashcombe Estate, said it was "not good enough"...

The Council of the Isles of Scilly says it will not lift a suspension on a new helicopter service that was due to begin today "until the position has been clarified".
Operator the Isles of Scilly Steamship Group (ISSG) is flying from Land's End to St Mary's today but the flights have been reclassified as charter flights to get around the stop notice.
The council issued its suspension at midday on Friday, saying more time was needed to carry out a habitat assessment.
However, the ISSG said it had been told by Natural England that the relevant information had been submitted. It said it expected the stop notice to be lifted today.

Fire controllers have issued a warning after a "spate of hoax calls" over the weekend.
Cornwall Fire and Rescue Service said its critical control centre received 17 hoax calls on Sunday.
It is illegal to make hoax calls and people making them can be fined up to £5,000 or sentenced for up to six months in prison, Cornwall Council said.
Control operators said they realised the calls were not genuine and so did not deploy any resources.

Plans to redevelop part of Devon and Cornwall Police's headquarters in Exeter go on display today.
Eight acres at Middlemoor off Honiton Road is being set aside for a retail park. A proposed Morrisons store is no longer in the scheme.
The plans are on display this evening at the Toby Carvery on Rydon Lane.
Officials say there are no plans to use sprays to kill the insects in Budleigh Salterton.

A holidaymaker whose dog went over a 40ft (12m) cliff at a Cornish beach says there should be "better warning signs" to prevent another pet - or a child - being killed.
Kevin King's collie, Jess, ran from the car park towards what he thought were sand dunes at Gwithian Towans Beach.
Kevin said Jess suffered some minor injuries as a result...
Cornwall Council said it would be reviewing the site notices following this incident to make sure they remained appropriate for the location.
The driver claimed road closures meant there was "no other way" of accessing a nearby main road.

A road safety campaigner in Launceston has put bollards outside her house to enforce a pavement boundary on a narrow road.
Jacki Ellis Martin said she has had to replace the metal barriers five times after collisions with lorries.
Cornwall Council has told her she was liable for any damage to vehicles that hit the bollards.
She said she disagreed with this and has launched a petition for a restriction on the size of vehicles that use the road to 7.5 tonnes.

Helicopters will fly from Land's End to St Mary's airport today, but have been reclassified as charter flights.
This follows a disagreement between the operator and the Council of the Isles of Scilly who said on Friday it was suspending services to allow more time for an essential environmental assessment to take place.
The Isles of Scilly Steamship Group said it had been assured by Natural England that environmental concerns had been addressed and it expected the council to lift its suspension today.
The council has yet to comment.
In the meantime, flights will continue but not as part of the regular schedule.
