The 43-year-old man was discovered by a member of the public close to the Inn on the Beach and Beachlands car park at Hayling Island, Hampshire, just before midnight on Wednesday.
He was taken to hospital where he later died. His BMX was recovered from the scene.
Hampshire Constabulary is appealing for witnesses. The man's next of kin have been informed.
