Tens of thousands of non-urgent NHS operations and procedures across England may now be deferred until 31 January due to winter pressures, a move which prompted Health Secretary Jeremy Hunt to apologise to patients.
Non-urgent treatments had already been cancelled until mid-January, but NHS England said on Tuesday that would now be extended to the end of the month.
In a statement, the RCN says: "Over 90% of beds [are] being used by many hospitals - well above the 85% safe limit recommended by experts.
"Nursing staff are struggling to hold the NHS together and the situation continues to get worse with increasing demand from an ageing population and a severe nursing recruitment and retention problem."

Yorkshire Water say they have had to turn it off because a burst water main was causing flooding in the area.

The family of a 102-year-old woman from Bridlington say they have finally been able to give her the send-off she deserves - nearly four years after her death.
Edith Negus was conned out of nearly £300,000 by her carer, Julie Sayles, who was later jailed.
Before being caught in her thefts from Mrs Negus, Sayles had held a funeral for her - against her family's wishes.
Edith's great niece Ann Ruthven told the BBC that the original funeral wasn't what Edith wanted and they wanted to be able to remember her for the person she was rather than for what happened to her with Sayles.
At today's memorial service she described Edith as a lovely, warm and kind lady who loved people coming to visit.
Today the family say they were able to say a proper goodbye to Edith and to remember her as she was.

Sport is being used in Cleethorpes to help people with dementia, depression or who are suffering from loneliness.
A new group has been set up by the Sporting Memories Foundation to help people talk about their memories of some of the big sporting moments in history and what part sport has played in their lives.
Money for the project has been donated by St Hugh's Hospital in Grimsby.
The group will meet every Tuesday at Grimsby Town Football Club from 16 January.

A woman in Hull is calling on the city council to do more to deal with the persistent damp issues she's experiencing in her rented house.
Emma Parker says she reported the issues to the local authority back in April last year, but now has a shin-deep pool of water underneath the floor which she says is making her family ill.
Emma showed me how bad the water problem is by dropping a stone through the floorboards:
A leak in the mains water feed to Emma's house, and others nearby, has been found, according to Hull City Council.
The authority says it hopes to meet with Emma on Friday to discuss what happens next.

A flood warning remains in place for Hornsea, external today ahead of this evening's high tide.
That means flooding is expected and immediate action is required.
High tides and unsettled weather conditions could lead to wave overtopping between 18:00 and 18:45.
A year ago, high tides and strong winds led to flooding in the town.
Lower level alerts also remain in place along the coast from Bridlington to Goole.
A woman threw a barrel of water over a burglar during a confrontation at her house in Beverley on Wednesday evening.
The man fled after being discovered by the woman who had returned to her home in Curlew Close at about 18:00 yesterday.
The burglar, who ran away in the direction of Sheldrake Way and Copendale Road, is described as about 6ft tall, of slim build and wearing jeans and a grey hoodie.
Anyone who saw a man acting suspiciously or running away from the back of Curlew Close is being asked to contact police.
League One side Scunthorpe appoint Limerick boss Neil McDonald as assistant manager to Graham Alexander.

Scunthorpe United have appointed Neil McDonald as their new assistant manager, external.
He's come over from Irish club Limerick and had previously worked with Graham Alexander at Preston North End, where he coached the youth team.
McDonald played professional football for 15 years at Newcastle United, Everton, Oldham Althletic, Bolton Wanderers and Preston before moving into coaching.
For anyone who's been experiencing problems with their Virgin broadband services, Virgin Media says the problem in Grimsby and Lincoln has now been fixed.

The owners of a building in Hull city centre which has been taken over by squatters have told us they will try and help the people staying there.
MRC Estate and Lettings Agency had planned to convert the property on Baker Street into new offices.
But on Boxing Day a group called Activists for Love moved into the offices.
The activists say they are offering shelter to those in need and say their aim is to highlight the housing crisis and homelessness issue in the city.
Michelle Clark, from MRC, says they will offer housing to those inside, but will also take legal action to evict the people if they don't leave willingly.

The family of a 102-year-old woman from Bridlington who was conned out of her savings by her carer are holding a memorial service for her today, nearly four years after her death.
Edith Negus was conned out of nearly £300,000 by Julie Sayles who was later jailed.
The trial was told that Sayles had "coveted" the wealth Mrs Negus had saved through hard work and persuaded Mrs Negus to change her will to benefit her.
She even arranged her funeral which the family said left them unable to grieve properly.

The government says it is determined to deal with nuisance phone callers and has made it easier to prosecute those involved in making the calls.
A former town clerk at Crowle and Ealand Town Council in North Lincolnshire has been found guilty of theft totaling £23,428
Katy Fowler, 44, stole the money from the town council between 1 January 2013 and 30 March 2017.
She'll be sentenced at Grimsby Crown Court on Friday.

Plans to build 166 new homes and a new medical centre in Hull have been given the go-ahead by councillors this afternoon.
More than 1,000 people signed a petition against the plans to build on land off Calvert Lane in Hull because of fears over increased traffic congestion.
There were also fears that the extras houses could pose a flood risk to existing homes.
The company involved, City Care, says it has worked with the planning authority to show how the problems can be resolved.
